Values

NHS Scotland’s values are at the heart of everything that we do. These values, as outlined in the NHS Scotland Workforce Strategy Everyone Matters: 2020 Workforce Vision guide the work of the Board in all that it does.

 

As Chair of a Health Board, you will need to be able to demonstrate behaviours aligned to these values.

NHS Values care and compassion; dignity and respect; openness, honesty and responsibility; quality and teamwork.

Embedding these values in everything we do. In practice this means:

  • demonstrating our values in the way we work and treat each other;
  • using our values to guide the decisions we take;
  • identifying and dealing with behaviours that don’t live up to our values; and,
  • being responsible for the way we work and not just the work, we do.

These values will be assessed throughout the process and the panel will be looking for you to demonstrate how your behaviours have aligned with these values. 

Knowledge, Experience and Skills

You do not necessarily need to have operated within an organisation of comparable size to an NHS Board, but you do need to be able to evidence that you have the skills, knowledge and experience relevant to the scope and complexity of the Chair role.  

For an NHS Chair role, there are 5 set criteria however for specific Boards and roles there may be additional criteria based on local needs. They are all essential requirements for the role however the priority criterion is weighted slthe general criteria as it   The priority criterion is weighted over the general criteria, however. In addition, you will also need to meet the skills, knowledge, experience and values listed in the general criteria below.  In the event that candidates provide evidence of equal merit against the priority criterion, the panel will then take into account the strength of the evidence presented against the essential general criteria in determining the candidate(s) most able to fulfil the role.

Strategic Leadership with icons of people, ideas, hospitals.
  • Direct experience in leading the formulation of strategy and maintaining strategic direction during periods of substantial change and service redesign.
  • Able to influence a range of stakeholders so that they understand their roles in achieving the organisation’s strategic priorities.
  • Able to build a diverse and high performing Board which understands its non-executive functions, stewardship role and accountabilities.

General Criteria

Understanding the organisation and the environment it operates in
  •  We are looking for individuals who understand the issues facing the organisation and the environment in which it operates; 
  • Demonstrate a range of skills and experience which will help the Board address these issues.

This will be tested in the application form through the section on your motivation for applying.  At the final assessment stage you will be asked to prepare a verbal presentation on a topic that will be notified to you in advance.  The Selection Panel will also have a follow up discussion and will ask further questions.

Governance and Accountability with the Blueprint model of governance
  • Direct experience of improving and securing effective corporate governance in complex and transformational environments.
  • Strong understanding of board responsibilities from a fiscal and legal perspective.
  • Direct involvement in the implementation of good governance principles.
  • Experience of holding an organisation to account for the delivery of a plan/strategy.
  • An understanding of audit and risk management and able to demonstrate effective practical application of that understanding.

At the final assessment stage, these skills will be assessed through your participation in a situational role-play.

The panel will also have a follow-up discussion with you during the interview.

Constructive support, challenge and influence
  • Experience of successfully challenging the views of others, and dealing with different opinions or views in a constructive and non-confrontational way.
  • Skill to draw on a range of influencing strategies in order to reach shared objectives.
  • Can evidence in-depth understanding of others’ perspectives and the capacity to find resolution.

At the final assessment stage, these skills will be assessed through your participation in a situational role-play.

The panel will also have a follow-up discussion with you during the interview.

Communication
  • Able to communicate clearly and effectively.
  • Ability to adapt and apply communication skills based on a clear understanding of the range of audiences to be engaged, heard and involved.
  • Experience of representing an organisation as a senior leader to a wide range of external stakeholders.
  • Ability to respond appropriately to parliamentary, media and public scrutiny.

Written communication will be assessed in your application form. 

At the final assessment stage, this will be assessed through your participation in a situational role-play, your prepared verbal presentation and responses to interview questions

Disclosure Scotland

If you are appointed, you will be required to produce a Basic Disclosure certificate less than 12 months old, and your appointment will be on a conditional basis pending receipt of a satisfactory certificate.  You can only apply online for a Disclosure certificate if your current address is in the UK and you have been living at this address for at least the last twelve months.   If you do not satisfy these criteria, you will have to apply using a paper application form. Further information on Disclosure certificates and how to apply for Basic Disclosure can be found at Disclosure Scotland’s website www.disclosurescotland.co.uk or by contacting the details below:
